Dr. Paula Dunnigan, Director
Dr. Dunnigan works with clients in the diversification mode to create strategies that integrate both technical and market opportunities. Results include defense conversion strategies for companies and regions to assist them in adjusting to decreases in military spending, market expansion strategies to identify applications for newly-developed technologies, and product repositioning strategies to enhance the value of existing technologies. Projects for government agencies have been focused on technology assessment and indicators for technology-based economic development. Her in-depth expertise includes the chemical, pharmaceutical, and polymer industries.
Dr. Dunnigan worked with the National Science Foundation to produce a new chapter for the 2004 edition of the Science and Engineering Indicators that contains state-level data regarding technology-based economic development. Previously, she led teams that produced four editions of The Dynamics of Technology Based Economic Development: State Science and Technology Indicators for the Office of Technology Policy at the U.S. Department of Commerce.
At the U.S. Department of Energy, Dr. Dunnigan is actively involved in the development of a scoring methodology for the technical projects associated with heavy vehicles. This project assessment and portfolio analysis methodology measures elements of risk and impact on the agency's mission and is being used by the agency to screen proposed new projects and requests for funding.
Dr. Dunnigan led a study of the U.S. Fraunhofer centers and their impact on the U.S. technology infrastructure for the Department of Commerce's Technology Administration. She also participated in an assessment of foreign technology extension services for the National Institutes of Standards and Technology.
Her work with private clients has included assessments of the commercial potential of new technologies in the areas of metal machining, magnetic particulates, advanced battery technologies, analytical instrumentation, advanced materials, and environmental remediation technologies.
